This plant, built in 1895, located south west of the Gould Street Bridge. The above photo was taken in 1908. Today, all that is left is part of the chimney. By 1936, the WPA was building a new water softening plant. Also a sewage treatment plant, located southeast of the Gould Street Bridge, was being constructed at a cost of $225,000. Prior to this, the sewage was draining directly into the Shiawassee River.
